<CENTER></CENTER>As you may recall, FLTA was focused coming out of this =
year's=20
winter meeting, especially with regard to certain Legislative matters. =
We were=20
prepared to support the Title Insurance Bill relating to anti-rebating=20
(HB1245/SB 2382) and we were carefully monitoring the Producer Licensing =
Model=20
Act (SB 318) and the possible formation of a Legislative Study =
Commission=20
regarding privacy issues in the Public Records/internet (HB 1679). =
<BR><BR>The=20
first two bills never really went anywhere; The Title Insurance bill was =
killed=20
early in both the House &amp; Senate subcommittees as the legislative =
was=20
primarily focused on the State Budget; The Producer Licensing Model Act =
was=20
withdrawn from consideration, which was favorable for FLTA. <BR><BR>That =
having=20
been said, you might think no need for alarm since we were not on the =
radar=20
screen. It's never so easy. The third bill we were monitoring (HB 1679, =
which=20
was amended in the early stages to include industry favorable language) =
was only=20
the beginning of a barrage of privacy bills that would cause great =
concern to=20
our industry. The primary culprits causing such concern being HB 1673 =
(An act=20
relating to a public records exemption for social security numbers) =
&amp; HB=20
1675 (An act relating to a public records exemption for bank account =
numbers,=20
etc.). How could this affect us, you may ask? Well about a zillion ways =
and=20
counting. I'll just give one very simple example. You need a copy of a =
deed that=20
has a social security number on it, the clerk says No (or) let me just =
erase the=20
social security number before I give you a copy. Sound ridiculous, you =
bet,=20
however this would have been only the beginning if it were not for a =
last minute=20
amendment to SB 24-E (a concerted effort by the Florida County Clerk's=20
Association (FACC), a few key underwriter lobbyists and FLTA). SB 24-E =
included=20
language that was acceptable to the Clerks and which saved them from =
being=20
forced to make immediate unreasonable major changes to the way our =
Public=20
Records are kept and accessed. <BR><BR>What does all this mean to FLTA? =
We will=20
have to continue to actively monitor any privacy news or issues =
concerning the=20
Public Records and we will have to work diligently to be involved in the =
further=20
developments of HB 1679 (ie. Seeing that we have a representative on the =

Legislative Study Commission). <BR><BR>In conclusion, I urge each of you =
to take=20
the time to become knowledgeable on these issues as I feel this is only =
the=20
beginning of many changes yet to come. You can get a copy of the bills =

<BR><BR><B>In Memory of Stan Religa</B><BR>The FLTA family is saddened =
by the=20
death of Stanley B. Religa who died at his home in Asheville, North =
Carolina, on=20
May 3rd of this year. Stan was an outstanding title man and mentor to =
many who=20
work in our industry. Stan graduated first in his law school class and=20
specialized in Real Property practice and title insurance law. A long =
time=20
member of the FLTA, Stan served on the board of directors and in 1982 =
was the=20
recipient of the Raymond O. Denham award for outstanding service to the =
title=20
insurance industry. Retiring to the mountains of North Carolina in 1994 =
Stan and=20
his wife Dot had time to enjoy their family and friends and their =
beloved dogs,=20
"Boots" and "Bedlam". Stan will be missed by his many friends in the =
FLTA.=20
<BR><BR><B>Membership Directory is Near Completion</B> <BR>Our 2002-2003 =

membership directory is near completion and if you have any changes to =
your firm=20

be=20
included. <BR><BR><B>Basic Training Seminar September 12th &amp;=20
13th.</B><BR>All FLTA members and those non-members who have new hires =
or=20
persons who wish to learn more about title searching or closing =
procedures=20
should mark their calendars to plan to send those employees who could =
use an=20
intensive two day seminar. It will be held at the Crowne Plaza Sable =
Park Hotel=20
in Tampa. Room rates and seminar tuition are bargain prices. Rooms for =
$75.00=20
and member tuition is only $35.00 for this inaugural program.=20
<BR><BR><B>Scholarship Forms Included</B><BR>The scholarship forms for =
the Sam=20
D. Mansfield and Marjorie S. Schwartz awards are included in this =
newsletter. If=20
you have a family member who qualifies, send in the form prior to the =
deadline=20
of August 31st, 2002. <BR><BR><B>New Trial Membership Offered</B><BR>At =
the=20
Winter Board of Directors meeting a new "trial basis" membership has =
been=20
authorized. This membership will allow first time members to try out =
membership=20
in our association for a period of one year for the reduced rate of =
$150.00.=20
During this trial period the firm will receive mailings and information =
and may=20
attend seminars and the convention just as if they were a regular =
member. They=20
will not have voting rights during the trial membership. This will allow =
someone=20
who is new to the industry or has never taken an interest in the FLTA to =
sample=20
our association for a limited time. <BR><BR><B>Incentives to =
Membership</B>=20
<BR>The FLTA will continue to offer one voucher for convention =
attendance and=20
two seminar vouchers for all new members to our association (excluding =
the trial=20
membership described above). It is hoped that new members will attend =
our=20
meetings and avail themselves of the opportunities for professional =
growth=20
